SBIR/STTR Overview:
The U.S. Small Business Administration (SBA) Office of Technology administers the Small Business Innovation Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program. Through these two competitive programs, SBA ensures that the nation's small, high-tech, innovative businesses are a significant part of the federal government's research and development efforts. Eleven federal departments participate in the SBIR program; five departments participate in the STTR program awarding $2 billion to small highly innovative businesses.
Services:
The Center for Innovation provides outreach and educational services to assist in proposal writing. We will review proposals along with making suggestions, and if you don’t write funding proposals we have a network of freelance grant writers. Also, North Dakota has a Phase 0 program where your company can be reimbursed up to $1,500 for expenses incurred in writing the proposal, ie: hiring a grant proposal writer, SBIR/STTR proposal review and enhancement, but not work done internal to the firm.

Phase 0 Program:
The Phase-0 grant program is designed to assist Red River Valley entrepreneurs and innovative small businesses in developing better SBIR and STTR grant proposals to fund the development of innovative new product or service concepts. The Phase-0 Grant will reimburse businesses for Qualified Expenses incurred while developing the Phase-I grant proposal.
